The NCCLR performs tests on road construction materials, and presents technical recommendations to solve the problems of the roads.

Some of these tests are:
- Sieve Analysis
- Mechanical Abrasion
- C.B.R.
- Sand Equivalent
- Brittle Materials in Aggregate
- Asphalt Cement Tests
- Joint Sealer Materials (Mastic Test)
- Pudlo Tests (Felt)
- Flint Coat (Asphaltic Emulsion)
- Concrete Joint Stuff Tests
- Asphaltic Concrete Tests
- Road Field Tests
